Job Description


With a vision to provide high quality, integrated, customer focused services to the Parliament, we are recruiting for an SES Band 1, Assistant Secretary, Digital Business Systems.

The Department of Parliamentary Services (DPS) supports the work of the Australian Parliament and Australian Parliament House (APH) and is responsible for a wide range of services and facilities. DPS has a staff of approximately 1020, and a diverse range of responsibilities, including custodianship of APH and security; reporting and broadcasting; library services; catering, visitor and art services; and ICT services.

The Assistant Secretary, Digital Business Systems reports directly to the Chief Information Officer (CIO) and is responsible for the development of new ICT capabilities under the Australian Parliament Digital Strategy 2019-22 to support the business operations of the Parliament. The role is crucial to provide leadership and foster an inclusive culture across the Digital Business Systems Branch and as a member of the DPS SES Team. Strong interpersonal and people management skills, backed by a solid understanding of modern ICT operating models are critical for success in this role.

Sections that report to the Assistant Secretary, Digital Business Systems include Architecture Services and ICT Program Delivery Directors.

The Information Services Division (ISD) manages the platforms and delivery of ICT functions to registered users in APH, Federal Electorate Offices and Commonwealth Parliament Offices. These ICT functions include service design, implementation and support in the form of a central help desk, training, the provision of software and hardware, development and support of business systems and management of the department’s relationships with external ICT providers.

The Assistant Secretary, Digital Business Systems will serve as a member of the Information Services Division Executive team and will partner closely with the Assistant Secretary, Digital Customer Services to assist with the smooth transition of project and capability building into service offerings under an operating model that includes agile DevOps methodologies, digital product lines and product family structures and governance.

Reporting to the CIO, the Assistant Secretary, Digital Business Systems is a member of the DPS SES Team and will appear with the Secretary at Senate Estimates hearings.


• Academic and/or professional qualifications in a relevant field (highly desirable).

• Extensive knowledge, skills and advanced professional expertise acquired through significant professional management experience working in a multi-disciplinary ICT environment.

• A proven track record of customer focused delivery in modern ICT methodologies and operating models.

• The successful applicant will be required to obtain and maintain a Negative Vetting 1 security clearance.
