About Us

The National Indigenous Australians Agency (NIAA) is committed to implementing the Government’s policies and programs to improve the lives of all Aboriginal and Torres Strait Islander peoples.

The NIAA recognises that each community is unique. Our team includes people across Australia who work closely with communities to make sure policies, programs and services address these unique needs.

We work directly to the Minister for Indigenous Australians, The Hon Ken Wyatt AM, MP.

The NIAA works to influence policy across the Commonwealth. We liaise closely with State and Territory governments, Indigenous peak bodies, stakeholders and service providers to ensure that Indigenous programs and services are as intended.

Our Responsibilities

The NIAA was gazetted on 29 May 2019, with the Governor-General signing the Order to Establish the National Indigenous Australians Agency as an Executive Agency.

The Order gives the NIAA a number of functions, including:
• to lead and coordinate Commonwealth policy development, program design and implementation and service delivery for Aboriginal and Torres Strait Islander peoples;
• to provide advice to the Prime Minister and the Minister for Indigenous Australians on whole-of-government priorities for Aboriginal and Torres Strait Islander peoples;
• to lead and coordinate the development and implementation of Australia’s Closing the Gap targets in partnership with Indigenous Australians; and
• to lead Commonwealth activities to promote reconciliation.

The Opportunity

The NIAA is a newly established agency, which will lead and coordinate the Australian Government’s policy design, implementation and service delivery for Aboriginal and Torres Strait Islander peoples.

The NIAA is looking for an established and inspiring senior leader with very well-developed organisational and influencing skills to become the inaugural Deputy Chief Executive Officer (DCEO), Operations and Delivery. The DCEO Operations and Delivery will oversee the organisation’s on-ground regional footprint and program performance and administration functions.

You will contribute to strengthening the NIAA as a contemporary, responsive and fit-for-purpose organisation that delivers on Government’s priorities for Aboriginal and Torres Strait Islander peoples through high quality leadership and oversight of the Operations and Delivery arm of the agency.

As DCEO, you will be responsible for contributing to the broader leadership and policy development functions of the Agency through active involvement in executive decision-making, representational activities and working collaboratively to provide strategic leadership and drive a cohesive and high performance organisation.

Our Ideal Candidate

As the inaugural DCEO Operations and Delivery, you will have the opportunity to shape and build functions across strategy, policy and program delivery.

You will be a dynamic and energetic leader with a strong delivery orientation, exceptional influencing and negotiation skills and an established record working at senior levels on complex issues. As the role involves high-level senior stakeholder management, you will have demonstrated skills in communicating with technical and general audiences, be adept at engaging with senior public and private sector stakeholders and be able to build and sustain relationships in a complex environment showing high levels of cross-cultural competency.

You will need the ability to think strategically, have strong business acumen, be resilient, and forward-looking with strong personal drive and integrity. You will have demonstrated sound judgement and have a demonstrated record in managing operational and enterprise risk.

You will have the capability to lead a widely distributed team within a fast paced, challenging and evolving environment to deliver on the NIAA’s vision and corporate objectives. You will have demonstrated commitment to and practice of values based leadership that inspires, empowers, and drives positive change.

The Deputy Chief Executive Officer, Operations and Delivery is considered an Officer under the Work Health and Safety Act 2011, and is required to exercise due diligence in complying with their obligations under this Act.



Identified Position

This position is classified as an ‘Identified position’ which signifies that the role has a strong involvement in issues relating to Aboriginal and Torres Strait Islander people.

This position has direct engagement with Aboriginal and/or Torres Strait Islander people, communities and service providers, or is involved in the development of programmes and policy. The position is open to both Indigenous and non-Indigenous applicants and you will require a high level of cross-cultural competency, including:
• demonstrated understanding of the issues affecting Aboriginal and/or Torres Strait Islander peoples; and
• demonstrated high level ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander peoples.
