Job Description

Duties


The Department of Social Services (the department) is seeking outstanding senior executives to fill the roles of Branch Manager, Financial Services and Branch Manager, Financial Management in the Finance Group.

Branch Manager, Financial Services
The Branch Manager, Financial Services Branch, is responsible for supporting the department to meet its financial accountability responsibilities to Government and the Parliament. This position is also responsible for developing and implementing accounting policies and processes that guide the department’s external financial reporting. This role includes the management of financial statements preparation; monthly financial reporting to the Department of Finance; tax management; treasury and cash management; asset management; procurement and contracts; accounts processing and financial policy development; and associated compliance reporting.

Branch Manager Financial Management
The Branch Manager, Financial Management Branch, works closely with the department’s senior executive and is responsible for developing the department’s finance strategy and implementing associated practices and procedures to effectively manage the departmental and administered financial resources. The role is also responsible for setting and managing the department’s annual administered, departmental and capital internal budget allocations including monthly performance and forecast reporting to the senior executive. The position also has responsibility for delivering financial support across the department through a network of finance managers.

Knowledge, Skills and Abilities
As part of the department’s senior leadership team, these roles require strong leadership skills, the ability to align priorities with the overall strategy of the department while also influencing a culture that will support, enable and manage the financial requirements of the department.
In addition, as Branch Manager you will:
• lead and manage a Branch;
• determine and be accountable for objectives, priorities and task allocation;
• partner with the department’s senior leaders to deliver strategic financial management services; and
• represent the department at high-level discussions and negotiations with key stakeholders and external organisations.

To be a strong contender for these important and challenging roles, you will need to be forward thinking, self-motivated, resilient and adept at building relationships in a complex and fast-paced environment and demonstrate the ability to contribute to, and communicate, the strategic direction of the department. Qualifications
Membership of Chartered Accountants Australia and New Zealand or CPA Australia, or ability to obtain, is required.

 

Eligibility


To be eligible for employment with the department, you must be an Australian citizen. An applicant’s suitability for employment with the department will be assessed through a pre-employment screening process, which includes identity and criminal history checks.

Suitable applicants will also be required to obtain and maintain a Negative Vetting Level 1 security clearance through the Australian Government Security Vetting Agency’s security clearance assessment process, of which Australian citizenship is also an eligibility requirement, as well as a minimum 10 year checkable background.
