Duties


About the role
The Deputy Clerk supports and assists the Clerk in the leadership of the department and provides sound and impartial advice to the Speaker, office holders and members on matters of parliamentary law, procedure and practice. The Deputy Clerk also oversees the department’s procedural learning and development framework.
Candidates should have high level knowledge and understanding of parliamentary law, procedure and practice and understanding of the operations of the House and its committees. In addition, candidates should, demonstrate high level leadership and strategic capability; have an established record of high level management and the achievement of leading change; be a highly effective communicator and collaborator and be able to exercise a high level of judgement. Candidates will have demonstrated the highest standard of professional and personal integrity in a values based environment.
Duties
1. Deputise for the Clerk of the House and act as Clerk during any absence.
2. Serve as Clerk-at-the-Table in the House, and as Clerk of the Federation Chamber provide and coordinate support for the Federation Chamber.
3. Provide sound and impartial advice to the Speaker, all members, and other persons on matters of parliamentary law, procedure and practice.
4. Provide high level leadership to the department, including by directing and co-ordinating the work of the department’s Senior Executive Service.
5. Represent the House or the department as required.
6. Oversee the department’s procedural learning and development framework, including through participation in and delivery of learning and development activities.
 

Eligibility


1. High level knowledge and understanding of, and experience in, parliamentary law, procedure and practice, and understanding of the operations of the House and its committees.
2. Achieves results, with consistently sound judgement and managerial expertise.
3. Communicates with influence, including the ability to provide high level written procedural advice.
4. Cultivates productive working relationships.
5. Exemplifies personal drive and integrity.
6. Shapes strategic thinking and thinks strategically about issues facing the department.
 

Notes


Security assessment: The successful candidate will be required to obtain and maintain a Negative Vetting 2 Clearance.
During sittings of the House, the position is highly operational and additional hours of work are usual.
The remuneration package will be commensurate with the demonstrated experience, expertise and skills of the successful candidate.
