Duties


Group Managers (SES Band 2) in the Department of Social Services (the department) play a significant role in contributing to the overall strategic direction of the department, including through developing quality policy advice, delivering effective program design and management and providing corporate services whilst focussing on people, culture and performance. In these roles, you will:
• lead and manage a Group;
• determine and be accountable for objectives, priorities and task allocation; and
• represent the department at high-level discussions and negotiations with key stakeholders and external organisations.

As part of the Group’s senior leadership team, you will work closely with the Executive Management Group to deliver outcomes and promote workplace practices consistent with departmental policy and in accordance with APS Values and the department’s workplace behaviours.

The department is seeking to fill two SES Band 2 vacancies. As part of this selection process, a merit pool will be established and may be used to fill similar positions in the department over the next 12 months. Immediately, the department has identified two vacancies, one in the Social Security Stream and another in the Disability and Carers Stream, as follows:

Group Manager, Analysis, Evaluation and Data

The Group Manager, Analysis, Evaluation and Data, is a new role responsible for leading the department’s analytic and data capability, with a clear focus on actively improving the evidence base for policy development. Through aligning the delivery of high quality analysis, research and evaluation, underpinned by robust data asset management, the Group Manager, Analysis, Evaluation and Data is responsible for managing the systems, strategies, approaches and evidence needed to meet this core business requirement.

Reporting to the Deputy Secretary, Social Security, the key deliverables of the Group Manager, Analysis, Evaluation and Data involve establishing and delivering advice and systems covering policy planning, performance, capability and evidence. This includes providing: short, medium and long-term economic modelling; reporting, analysis and evaluation of social security data to inform the development of whole of department outcome based policy, comprehensive data access and management advice (including to protect data assets); and a centralised policy and program evaluation plan.

To be successful, you will need a strong track record of leading people and providing strategic direction with a focus on delivering enduring outcomes and change. You will have a demonstrated ability to work collaboratively, build capability, anticipate opportunities, manage risk and resolve complex issues. You will have the people skills to build productive working relationships across business areas in the department as well as externally, including with other government departments, stakeholders and academia.

Group Manager, NDIS Transition Oversight

Reporting to the Deputy Secretary, Disability and Carers, the Group Manager, NDIS Transition Oversight is responsible for the provision of policy advice and implementation oversight of the NDIS. Key priorities of the role include designing and implementing full scheme policy and state and territory negotiation strategies; monitoring transition implementation and risks; assessing NDIS performance, sustainability and financial risks; and developing and maintaining workforce capability.

To be successful, you will need to demonstrate a high level of leadership and strategic direction, as well as the ability to work collaboratively, anticipate opportunities, manage risk and resolve complex issues. You will have the people skills to build productive working relationships across business areas in the department as well as externally. You will have a strong focus on finding ways to implement sustainable and enduring change.

 

Eligibility


To be eligible for employment with the department, you must be an Australian citizen. An applicant’s suitability for employment with the department will be assessed through a pre-employment screening process, which includes identity and criminal history checks.

Suitable applicants will also be required to obtain and maintain a Negative Vetting Level 1 security clearance through the Australian Government Security Vetting Agency’s security clearance assessment process, of which Australian citizenship is also an eligibility requirement, as well as a minimum 10 year checkable background.
