Job Description

About the Section

The Large-scale Renewables Section administers key functions on the supply side of the Large-Scale Renewable Energy Target (LRET). The section provides opportunities to apply technical knowledge of renewable energy in daily operations and contribute to an important mechanism for incentivising renewable energy in Australia. Key areas of focus include:
• Accrediting renewable energy power stations, validating Large-scale Generation Certificates and assessing annual Electricity Generation Returns
• Development of guidance material, operational policy and communications products
• Conducting compliance monitoring and enforcement activities to maximise compliance under the scheme
• Undertaking complex data analysis in support of scheme operations and performance reporting.
Under the LRET, owners and operators of eligible renewable power stations can apply to be accredited for the purpose of creating Large-scale Generation Certificates (LGCs). LGCs can be created for each megawatt hour of electricity generated from an eligible renewable energy source. LGCs can then be sold to entities with liabilities under the LRET (mainly electricity retailers) to meet their renewable energy compliance obligations.

Duties of position

We are looking for a motivated and capable Senior Regulatory Officer to join the Large-scale Renewables section. To be successful in this role you will have demonstrated experience in delivering successful outcomes, an ability to supervise and develop staff, sound organisational skills and thrive in a dynamic, fast-paced environment. You will have a proven track record of achieving results and be engaged with developments in the renewable energy sector. As this is a client-facing role, you will have good communication skills and a track record of building strong working relationships with internal and external stakeholders.
The general duties of the positions are listed below. However, the work in the section is varied and you will do a variety of the below duties depending on the section’s requirements. You will:
• Apply comprehensive work knowledge of policy, procedures and guidelines to the accreditation of renewable energy power stations, validation of claims for Large-scale Generation Certificates and assessment of annual electricity generation returns in accordance with the Renewable Energy (Electricity) Act 2000
• Conduct complex data analysis and assessment reviews, resolve complex issues and engage with industry and stakeholders to inform regulatory decision-making and approvals
• Participate in the supervision of team members performing regulatory roles
• Develop and support complex relationships with external and internal stakeholders, in the private sector, government and industry organisations
• Prepare publications, briefing material, and analytical reports
• Manage risk in internal processes, investigate anomalies, and compile reports on findings on audited documentation
• Contribute to and engage in strategic planning and the development of regulatory guidance and standard operating procedures to reflect improvement in processes, current regulatory postures and changes to legislation
• Conduct compliance monitoring and enforcement activities to maximise compliance under the Large-scale Renewable Energy Target.
In addition, the duties include providing general assistance with day-to-day tasks of the section, as directed.

• Qualifications in engineering, science, economics, environmental studies, law or other relevant degree from an Australian Tertiary Institute or equivalent;
• Knowledge, or ability to rapidly acquire knowledge of, electricity generation systems, electricity networks and the operation of the National electricity Market and other jurisdictions.
• Well-developed communication, research and analysis, and problem solving skills
• Relevant experience in a regulatory environment or relevant industry experience.
