Duties


About the Branch:

The branch administers the National Greenhouse and Energy Reporting (NGER) scheme and the Safeguard Mechanism and is responsible for maximising the value of NGER and Safeguard data through publication and disclosure. The branch aims to:

• ensure the efficient and effective administration of our schemes, while maximising the benefits to the agency, including:
» leading collaborative work across the agency; and
» providing sound solutions by problem solving and innovation
• implement continuous improvements to our guidance, advice, information and business systems and processes to reduce regulatory burden and administrative cost.
• ensure compliance with scheme requirements by taking a risk based approach to:
» encouraging voluntary compliance, and
» strengthening our response to non-compliance.
• ensure greenhouse and energy data is accurate and accessible and meets data users’ needs.
• build and maintain an agile, capable, engaged and accountable workforce

The branch is comprised of 2 sections,
• NGER Obligation Management
• NGER Report Assessment and Publication

Each section has their own business plan that demonstrates how they will contribute to the Scheme Operations Division and NGER and Safeguard branch priorities.

Duties:

• Provide strategic direction for the branch to fulfil legislative objectives and divisional and agency priorities
• Ensure capability of the branch to deliver its objectives including through development of staff, continuous improvement in business processes and anticipating the needs of internal and external clients
• Represent the agency and members of the Regulator, the Department of the Environment and Energy, across the Australian Public Service and with clients and stakeholders
• Promote risk based decision making in accordance with the agency risk management framework
• Contribute to agency strategy and regulatory processes

Qualifications/Exeperience:

The following qualifications and experience are highly desirable for the position:

• Tertiary qualifications or the equivalent work-based learning in a relevant field, including but not limited to science, engineering or business administration.
• Demonstrated experience as an economic or environmental regulator.
• Track record of leadership in a technically complex, client-oriented organisation.


 

Eligibility


This position is a security-assessed position. The successful applicant will be required to hold, or be able to obtain, a Negative Vetting level 1 security clearance.
