About the Branch:

The Compliance Branch provides specialist services in investigations, enforcement, targeted outreach and education, audit, intelligence and analytics, and client assessment. The Compliance Branch works closely with all areas of the Regulator, but predominantly with scheme operations teams, our internal lawyers, and our internal fraud team. Timely and effective progressing of matters is essential, and new KPIs and governance arrangements are in place to support this.

Specific work of the Compliance Branch includes:

• Developing and supporting compliance monitoring and engagement programs to prevent, detect and address serious non-compliance risks across schemes administered by the agency.
• Using early intervention action for matters that are not allocated for civil or criminal investigation, including the application of administrative sanctions.
• Contributing to the development of the agency's capabilities to manage serious non-compliance, our scheme audit program and scheme participant risks.
• Leading the agency’s compliance, intelligence and audit strategies and programs.


• Provide strategic direction for the branch to fulfil legislative objectives and divisional and agency priorities
• Ensure capability of the branch to deliver its objectives including through development of staff, continuous improvement in business processes and anticipating the needs of internal and external clients in a changing environment
• Actively build constructive and collegial relationships and represent the agency and members of the Regulator, across the Australian Public Service and with clients and stakeholders
• Working closely with scheme managers and our Office of General Counsel to protect the schemes we administer and actively pursue serious non-compliance
• Promote risk based decision making in accordance with the agency risk management framework and be accountable for Branch regulatory decisions
• Contribute to agency strategy and regulatory processes


The following qualifications and experience are highly desirable for the position:

• Tertiary qualifications or the equivalent work-based learning in a relevant field, including but not limited to investigations, law, economics, intelligence and analytics, or audit.
• Demonstrated experience at a senior level in managing compliance, investigations and enforcement in complex schemes, including fraud detection and fit and proper person assessments
• Demonstrated understanding of economics, compliance and enforcement functions in economic regulation
• Demonstrated experience in using a project or case based approach to the planning, execution and completion of matters in a timely and efficient manner, including the ability to meet key KPIs
• Demonstrated ability to strategically consider and execute compliance and enforcement programs in collaboration with others, including internal clients and other agencies
• Demonstrated ability to build relationships internally and externally
• Track record of leadership in a technically complex, client-oriented organisation.



This position is a security-assessed position. The successful applicant will be required to hold, or be able to obtain, a Negative Vetting level 1 security clearance.
