Job Description


The Executive Manager National Operations and Standards (EM NOS) leads and manages the work of five branches.

In close consultation with the division senior leadership team, the EM NOS establishes a program of work that delivers outcomes right across the regulatory spectrum, including establishing standards, ensuring appropriate entry control and surveillance in identified industry sectors, and undertaking safety education and awareness. Where necessary, and in consultation with the Executive Manager Legal Affairs, regulatory steps including enforcement action may be initiated.

The EM NOS works closely with the Group Executive Manager Aviation and the Executive Manager Regulatory Standards and Surveillance, to ensure a holistic regulatory framework and methods are established and implemented consistently to achieve aviation safety outcomes.

The EM NOS collaborates and works in consultation with the Executive Manager Stakeholder Engagement to ensure CASA’s industry education and awareness-raising efforts are coordinated and effective.

The EM NOS works closely with the Branch Manager, Coordination and Safety Systems to ensure that aviation safety data and insights developed in the Safety Systems Section are considered in planning for surveillance activities. In addition the EM NOS and the Branch Manager, Regulatory Implementation work collaboratively to ensure that the implementation of new or revised regulations occurs in a coordinated and effective way.

The EM NOS is a member of the Aviation Group’s senior leadership team and employed under CASA’s senior manager (SM) arrangements.

About Civil Aviation Safety Authority Australia 

The Civil Aviation Safety Authority (CASA) was established on 6 July 1995 as an independent statutory authority.

The primary function of CASA is to conduct the safety regulation of civil air operations in Australia and the operation of Australian aircraft overseas. It also provides comprehensive safety education and training programmes, cooperates with the Australian Transport Safety Bureau, and administers the Civil Aviation (Carriers' Liability) Act 1959.

The Civil Aviation Regulations 1988 and 1998, made under authority of the Civil Aviation Act, provide the general regulatory controls for safe aviation operations.

CASA is staffed under the Civil Aviation Act 1988 and conditions of service for the majority of staff are set by an Enterprise Agreement.
