Duties


The office of Administrator of the National Health Funding Pool (Funding Pool), established under the National Health Reform Act 2011, ensures transparency and independence in the calculation, payment and reporting of public hospital funding in Australia. The Administrator is an independent statutory office holder, appointed to the position under legislation of the Commonwealth and each state and territory of Australia. The Administrator is independent of Commonwealth and state and territory governments, and is not subject to the control or direction of any Commonwealth Minister. The Administrator provides expert advice to the Commonwealth Treasurer and to all State and Territory Health Ministers on national health reform funding arrangements including distribution of funds, proper record keeping, and monthly public reporting of the operations of the Funding Pool. In performing these functions, the Administrator is supported by the National Health Funding Body.

As Administrator, you will be accountable for independently overseeing the large and complex financial arrangements of the Funding Pool in accordance with the National Health Reform Agreement and relevant legislation. Accountabilities include ensuring robust methodologies are in place for calculating activity based, block, and public health funding payments for public hospital services into and out of the state pool account for each state and territory, and reporting on various funding and service delivery matters. In undertaking this role, the Administrator works closely and collaboratively across all Australian government jurisdictions and their respective Health Ministers, maintaining and fostering effective relationships with key stakeholders.

 

Eligibility


To be a strong contender for this complex and challenging role, you will have a proven record of achievement in leading inter governmental initiatives and the ability to quickly develop strategic understanding of the subject area and the position. You may have a background in accounting, finance, economics, health economics, health policy or in a relevant data and statistical analysis area.. Together with sound judgement and knowledge of government, you will bring a collegiate and collaborative approach facilitating and maintaining harmonious and productive working relationships with a broad range of stakeholders. An appreciation of high–level goals for the health system would be an advantage.

The remuneration for this position is set by the Commonwealth Remuneration Tribunal.

The Administrator is appointed by the Health Ministers of the Commonwealth and each state and territory.

Non-ongoing opportunity will be offered for a specified term

The appointment will be for a term to be determined by the COAG Health Council for up to 5 years.
