Job Description


The National Health Funding Body (Funding Body) is an independent statutory authority. Its role is to support the Administrator of the National Health Funding Pool in the performance of his / her functions to enable the transparent and efficient administration of Commonwealth, state and territory funding of the Australian public hospital system. The Funding Body is independent of both Commonwealth and state and territory governments when assisting the Administrator in the exercise or performance of his / her functions. The Funding Body was established by the National Health Reform Act 2011, and corresponding state and territory national health reform legislation.

The Chief Executive Officer (CEO) of the Funding Body works closely with the Administrator of the National Health Funding Pool to ensure the governance, accountability and transparency requirements mandated by the Council of Australian Governments (COAG) and through enabling legislation are translated into procedures and protocols for the Funding Body. The CEO is also responsible for managing the day to day functions of the Funding Body.

Responsibilities and Accountabilities
The position is responsible for:

• providing high-level support to the Administrator of the National Health Funding Pool to meet his / her responsibilities specified in the National Health Reform Agreement and in legislation;
• strong executive leadership of the Funding Body to ensure appropriate financial management systems and frameworks, including funding models and mechanisms, are in place;
• ensuring requirements mandated by COAG and through enabling legislation are translated into agency processes, procedures and operations;
• establishing operational objectives, targets and key performance indicators, and shaping the agency’s capabilities to deliver against them;
• business and strategic planning, and budget development and management; and
• developing and fostering collaborative relationships across all Australian government jurisdictions in health and treasury and related portfolios and with independent statutory authorities.

To be a strong contender for this position you will need to be a highly motivated, achievement oriented individual. You will have extensive experience and knowledge of public sector financial management and accountability and a strong record in leading people. You will also have excellent communication and relationship management skills and the ability to develop strong and effective partnerships with a broad range of stakeholders. An appreciation of health funding issues and government objectives would be an advantage.



Relevant tertiary qualifications will be highly regarded, as will experience managing large scale financial activities in a public sector environment. The successful applicant will be appointed for a fixed term. The remuneration for this position is set by the Commonwealth Remuneration Tribunal.


The CEO is appointed by the Commonwealth Minister of Health after consultation with the Administrator of the National Health Funding Pool, and will be contracted pursuant to the Public Service Act 1999.

Non-ongoing opportunity will be offered for a specified term

A fixed term contract of up to five years may be offered.
