Senior Executives in APS

The management level below the Agency Head represents the senior leadership group and directly supports agency heads in achieving the goals of the agency. In Australian Public Service (APS) agencies, most of the senior leadership group are Senior Executive Service (SES) employees, employed under the Opens in a new windowPublic Service Act 1999. The role of the SES outlined in Division 2 of the Act.

SES roles are open to external recruitment and the Public Service Commissioner is represented on all SES selection committees. Assessment of applicants for SES roles is made against core SES selection criteria which are drawn from the Opens in a new window Senior Executive Leadership Capability Framework.

Remuneration and conditions for SES employees are managed at agency level. Applicants should refer any queries on these matters to the agency concerned.

Note: APSjobs accepts and places senior executive vacancy notifications from non-APS Commonwealth organisations. Selection arrangements and employment conditions are not subject to the APS approach outlined above, and employment in such non-APS organisations is not dealt with under the Public Service Act 1999.

Statutory Appointments

The Government’s Opens in a new window Merit and Transparency policy applies to most APS agency head roles and other statutory office holders working in, or in conjunction with, APS agencies. The policy requires that vacancies in these offices should, in general, be filled following full merit-based selection procedures, including the vacancy being advertised as open to all eligible persons

  • selection committees will be chaired by the relevant portfolio department Secretary (or his/her representative) and will include the Public Service Commissioner (or his/her representative); and
  • where a selection process is to be conducted, all such vacancies will be notified the APS Gazette/APSjobs and externally.
