Job Description
Duties

Refugee, Humanitarian and International Division is responsible for: • meeting Australia's international protection obligations under the 1951 Refugees Convention and other relevant conventions in relation to people claiming protection within Australia's jurisdiction, • contributing to the resettlement of refugees and those in humanitarian need through the delivery of the Humanitarian Program set annually by the government, and • advancing Australia's interests in relation to migration and refugee issues internationally through a program of multilateral and bilateral activity, including capacity building with selected countries.
At the APS 5 level Policy Officers work in varied roles across three Branches and in the Divisional Executive Unit.
Onshore Protection Branch is responsible for the design and evaluation of policy in relation to applications for protection visas, requests for refugee status assessment by offshore entry persons, ministerial intervention in Australia and decision support for these, including country information. It is also responsible for programme development and management, including design and implementation of procedures, training programmes, quality assurance processes, integrity strategies and analytical support for RH&I Division systems requirements. Stakeholder engagement and communications strategies on protection related issues are another key element of work in this branch.
Humanitarian Branch contributes to the resettlement of refugees and others in the greatest humanitarian need by enabling durable solutions through the development and management of the Humanitarian Program in accordance with government requirements. The Branch is responsible for policy development, planning, stakeholder communication and program management for the delivery of the Offshore Humanitarian Program and temporary safe haven in Australia for people displaced by upheaval in their country.
International Cooperation Branch facilitates and advances whole-of-DIAC engagement with other countries, regional processes and international organisations to encourage approaches to migration management and border security that support or complement Australian interests, in particular in advancing the international protection framework and contributing to whole-of-government efforts to combat people smuggling, human trafficking and irregular migration. It includes regular contact with other Australian Government departments, foreign governments, international organisations and non-government organisations to provide legislative, managerial, technical and operational services to help build the capacity of partners, particularly in the Asia-Pacific region and with other identified priority areas and partners.
The Divisional Executive Unit coordinates a range of divisional corporate administrative and financial management responsibilities. These include coordination of budget estimate and financial planning processes, financial forecasting, compliance and reporting, procurement, asset management and stocktake processes and divisional personnel, establishments and accommodation management.
The RH&I Division environment is dynamic and requires flexibility, good judgement and responsiveness in order to achieve whole-of-government and departmental goals. APS 5 DUTIES
While the specific emphasis in the duties may vary from position to position the following duties are broadly applicable to APS 5 positions in the Division:
• Research, interpret and apply legislation, policy, international conventions and case law etc
• Provide input to policy development and gather evidence to support new policy proposals
• Draft submissions, briefs and reports a range of issues involving:
o Australia’s approach to the management of refugees, domestic and international developments that have implications for the interpretation and implementation of Australia’s protection obligations,
o Australia’s approach and contribution to the resettlement of refugees and others in humanitarian need and their immediate families to enable durable solutions, and
o the Department’s international engagement strategy, including agreements with foreign governments, international and non-government organisations
• Prepare correspondence (routine and some complex matters), corporate documentation, technical reports
• Assist in the organisation of programs and agendas for visiting foreign government officials, including preparation of briefing material and meeting notes
• Liaise with other Departmental Sections, agencies and stakeholders
• Assist in providing training and support to processing centres
• Contribute to the analysis of processes and procedures to enable continuous improvement in the way we work
• Contribute to Section, Branch and Divisional planning, risk management and strategic thinking
• Assist in the coordination of divisional corporate administrative responsibilities in relation to people, finances and legal accountabilities
• Work as a member of the team, actively contributing to team results.
